I know the Owner of the Account "RuneScape". His other account is "Black". He told me that the account "RuneScape" is banned for staff impersonation, not because he was impersonating staff, but because the potential of that account was so High, Jagex felt that the account name shouldn't be released to the public. The account is permanently banned and will never be un-banned. The owner has then quit RuneScape and moved on. Sorry for the inconvenience.

Black is locked, so are all his other names. He isn't the owner he just got hold of the account once the password was leaked, now nobody owns it.
