Buying level 135+ account!

Getting back into runescape and looking for a good main! I tried gold4fun and bought an account but it got locked and they could not recover and it was just all around a bad experience so now I'm trying this!

I have a budget of 200$ paypal or I could buy RSGP and pay in that.

Requirements that the acc must meet:

99 in all combat stats, prayer 95 is acceptable.
95 herb
93+ slayer
90+ summon
90+ Dung, WITH cls, or cr
Bank does not matter but the better the more I pay, I will offer depending on the account. If your trusted I will pay more, dont even attempt to scam I'm not an idiot.
Must be willing to work with me if the account gets locked and such.
MUST have alot of quests done I HATE doing them haha.
Using player auctions is a plus. Feels safer?
