    if I am wearing my sc top in f2p (members ran out on def pure) will it degrade still?

    Shouldn't do, just don't take it off as you won't get it back on without upgrading again.

    I don't believe so.

    Can't you just attack some monsters for a while and see?
    If you're not getting double xp (which I doubt you will), then I don't think it will degrade.
