If you're looking for a cheap, and efficent way of raising magic I would go with alching. Using bots it'll yield you 75k+ experience an hour, and the ban rate is really low if you've got a good spot like the soul wars chest. I think that maple longbows (u) are among the best item to alch, goodluck getting 99 magic!

Alching is so cheap nowadays ever since bots took over and ruined the market. So if you want it for free just do gatestones but its a high risk ban rate like beestar said. But if your willing to lose cash then just alc and nats are what like 114gp. I got my 99 mage when natures were 264gp so consider yourself lucky lol

 

air strike til 9, curse til 32, gatestones til 55, curse alch til 80, stun alch to 94/99.

 

Alternatively you could just use Fall3n's superheater and make steel or mithril bars for a profit? It may not be a solid 120k magic xp/hr (which I got from doing iron bars but I lost quite some money in the process) but more like.. 65-70k magic xp/hr PLUS you get (cheap) smithing xp.
