    Thinking of buying an account..

But i heard of what Panic did.
Is it true people can recover an account you bought off them 3-4 months down the track, or even longer? Even if you have changed the Email and Recovery quesitons?

How do I make preventions before buying an account to make sure its not recovered, because i know people can recover via billing info

    Thinking of buying an account..

If the seller is the original owner.
He can recover it whenever he wants, even if it's 1 year after you bought it.
I suggest making your own, never buy accounts.

    ^This.
NEVER BUY ACCOUNTS, because the original owner can easily recover it at anytime he/she wants.

    Thinking of buying an account..

Only way to truely secure the account is to send jagex email claiming your Son/doughter(You) has had their account hacked and needs account data cleaned

    Yes, it is true.

Actually as long as they're the original owner, they have the ability to recover the account in years down the track.

There are any 100% secure preventions that anyone can use to 'lockdown' an account as their own.

Therefore try purchasing an account(s) from a trusted seller(s) in your eyes or simply if you do not feel safe do not purchase one at all.

That's not true if an account is sold with no recoveries/ email it is nearly impossible for the original owner to recover back if its been a certain period of time. When people bought accounts from Panic and Fatality the accounts all had recoveries/ email no longer registered. There was no proof the recovery answers provided were true as many people didn't even bother using a middleman.

My old main was hacked by "rs police" and I tried recovering it back because it was a 2003 account and when it was hacked there were no recoveries set or email registered, and even with my creation IP I couldn't get it back.

If someone is the original owner they can recover it years down the road. This is if the account is inactive. But if the account is being used for someone for months/years it will make it harder to recover. Most likely ending in getting locked and battling it out from there.

P.s who is/what did panic do?

Even trusted sellers can end up recovering accounts. Honestly its not worth the risk of your cash imo.
