No money has been sent, nor the trade initiated, the buyer was a scammer and left...therefore the transaction has not been initiated.

 

Simply agreeing to the TOS would mean if money has been sent to him, it would be considered the trade initiated, since he recieved no funds except check the account integrity and the buyer back down, it falls all on the buyer, please use common sense
