Do you have a Static or Dynamic IP? I'm not sure if DDos floods the internet connection or the computer. If you read the red bold sentence in the link below, you see that Internet Connect IP Addresses are assigned by ISP so you will need to contact them to change that.

    Static IP; http://www.tomshardware.com/forum/25949-42-change-address-windows

Dynamic IP; Reset your Router and a new IP should be assigned.

I edited my post. Your ISP usually informs you on that, you can contact them to know or you can check to see what your IP is before resetting your router, then check after resetting to see if changed. If it didn't, you have a Static IP and would need to contact your ISP depending on if the DDos floods your computer or internet connect which I do not know.

He would have to call as the contract is under his name, his authority is needed so all he has to do is give authority by speaking with them for a few seconds answering security questions.

Comcast IPs appear to be static but are actually dynamic, they just tend to assign the same IP address. Try unplugging your modem overnight

Yea. You could try unplugging your modem overnight, and If you know the security questions that your dad has with comcast then you can do it yourself.
