No, it's not a High Tier unusual.

The hat itself is worth a little more than other hats, simply because it's a polycount hat. The unusual effect has dropped it's worth to less than fetti now.

Without scamming someone on here or SourceOP, the most it's worth is maybe 3-3.5 buds. No where near $100 in RSGP or Games.
