i dont think this is a phisher but i could be wrong?? looks legit but im not gonna do it.

I don't think thats a phiser, since when I open the page there is a Jagex Limited secure certificate. But just to be safe, I would do this through runescape.com, instead.

After reading more into it.. You get 10% if you reffer and the referral gets 100% for a week up to lvl 30

It is only good for new accounts... since you can only use the bonus up to level 30.

 

The author of this thread didnt realised that he will get his bonus ONLY if someone who creates acc trough his ref link will get membership in 2 weeks....
