His operating system won't have a large effect on the number of bots he can run (assuming it can handle all the RAM) unless he does something totally wrong.

You're way underestimating the number of bots. 12-18 is a far more realistic figure for his current specs.

 

Needs to be a 64 bit operating system to use all the RAM (Windows comes in 32-bit and 64-bit). Seems like a good price for a decent computer. To upgrade the RAM to 16GB might be an extra $140 - as mentioned above you almost certainly need to remove the current RAM sticks, except for the 4GB one, to make space for higher-capacity ones.

And also mentioned above, the AMD Phenom would work fine for botting, and be cheaper (the i5-2500k is more desirable for gaming since many games have trouble using more than a couple cores, and it is slightly more streamlined).

 

yes its a decent botting computer u can run multiple bots... but id say around 5-6 without any lagg
