New rule: DNT users who's accounts are purchased then banned/locked/recovered

I propose that we DNT users who buy accounts (or service them) and make scam reports about the accounts being recovered, banned or locked immediately after purchase. This will teach the users a valuable lesson that buying or servicing Runescape accounts is a risky business. The user is free to appeal their DNT in 6 months.

Pros:
- We will have a more informed userbase on this forum as to the risk of buying accounts or services
- Users will quickly recognize mistakes made by others

Cons:
- None, retards getting DNT'd for 6 months as a timeout for stupid actions
