Tried to buy a account upgrade off him, he took my money then changed my password and added an email to my account.

That's only one picture. I'm closing this thread, use the proper layout, and give us the required proof. I need to see the trade window which says "accepted trade," something stating you weren't talking to an imposter, something that states that you were not trading an imposter, and paypal pictures which is proof that you didn't receive payment. That's enough to ban him.
