    I am not willing to negotiate prices but I am Paying no more than .45c per mill.

    I will not be going first to anyone as there are too many scammers on this site regardless of there vouches but if you are not willing to go first you can pay the fees for an omm. I have bought over 1bill with no problems and will record the conversation so as to get any scammers banned.
