I don't think it was corrupt, but it was rather bias. Corruption is being payed off to preform a certain task. Bias is the inclination to present or hold a partial perspective of somebody over another person.

John, I think we should be fair and give seats to whoever registered first, and give empty seats to those who attempt to register after.
