Jagex would never ban it. It's not enough proof to show it's him, even if he posted pictures. Unless they really "watch" the account after it's sold, there is a slim chance anything would happen to it.

Getting 99 in all skills such as PRAYER AND HERBLORE all 99s 1-99 that are the "buyables" cost about 700M, Selling the 99s in the buyables + the resource skills for 200M is dumb, ill have to decline.
