It use to be, however, since then, rules pertaining to this subject have been altered.

From memory, people were verifying peoples paypals account for them. However, the problem was those accounts were quickly, and inevitably limited, thus essentially being a sham. I'm not sure on the official rule on them now, however, I do know that certain ways of verifying PayPal accounts have been barred, VBA's and VCC's are banned if memory serves me correctly.

You might want to add how you'd verify the Paypal accounts.

ok, use netspend.com to add account in paypal. its free, and paypal even add some money into your netspend account for you to get verified. hope it helps.

 

All you have to do is get a Visa gift card, which you can buy at most banks (although some sell MasterCard, but it doesn't matter). US Bank sells Visa gift cards with a $3.95 activation fee, other banks probably charge similar fees. There's no point in having a service for this when the chances of being limited are so high, and it being so easy to do by one's self.
