Few questions :P

1. Cls Vs Whip - is there a massive difference in dps - say for slayer, not getting rapier as of yet so dont mention it please

2. current stats: 86 prayer/69 herblore (200m budget) - should i:
-get 99 prayer
-99 herblore(if i can afford im not sure with only 200m)
-or 95 prayer/93 herblore( no skillcape though )

1) I don't quite understand your question, but CLS is better.

2) Prayer, because you will be putting prayer to work more than Herblore.

 

95 Pray / 93 Herb. 99 Herb and 99 Pray are pretty worthless regardless.

 

95 Pray and whatever level it is for overloads. As said above 99 prayer or herblore are worthless.

Cls is better than whip too.

95 pray 91 herb, I know you said not to mention rapier.. but if you're slaying rapier is going to be your best option.

 

CLS is a bit better than whip for slayer. I agree with the above posters that you really should consider getting a rapier though because it is far better for slayer.

Definitely go for 95 prayer/93 herb. Turmoil and extremes both help a ton with slayer so you're definitely gonna want to have both.

Get 99 herblore I don't see how the other 2 options are possible with just 200m
make super defence potions to 99 and you should be fine.
