Nope it's not it has nothing to do with someone previously being skulled, it can work on any person, you can world hop all you want to find people and can start as soon as you log in.

 

Spoke to RSProd and the guide is classed as common knowledge to the verifiers therefore it doesn't qualify for a Verified Guide. They are happy for me to sell it as an unverified guide though.

Personally I haven't seen or heard of anyone doing this trick in the three years I have been using it. But I'm now going to offer the first 5 copies for $7 USD to get some vouches for this guide to prove it is worth it.
