Need assistance! Requires membership or account with over 350 total level!

Hello, I need help. So recently I found out that you can apparently be unbanned on permanently banned account through the (BAR) thread on the official Runescape forums. I have not played Runescape in about 2 years and was recently lurking and found this out, the only problem is that i can not post on the forums. Does anybody have an account that I can use to simply post my Username and Display name on that specific thread? I just want to post on the (BAR) thread on the forums. I can vouch or maybe even give some of the remaining wealth from my account that was banned to the person who helps me.

It can't be that hard to make a lvl 3 and bot 10 of its skills to 20 or so, can it?

 

Well seeing how its 350 total level why waste the time?? You start off with 34 so it be more like 10 skills to 30 or so.
