Slightly confused by how the High Pardon system works

Okay, before I start I'm not here to complain or anything. I'm just curious about something. So I was reading through Magic Arrow's pardon request (http://sythe.org/showthread.php?t=1146459) and noticed that Finn had vetoed the pardon request despite the fact that another admin (hesitantly) supported the pardon request. I'm aware that administrators have the privilege to individually veto pardon requests, that isn't what I'm curious about. Rather, is an admin still allowed to veto a High pardon request despite support from another admin?

Yes, any admin is able to veto an individuals High pardon, despite the support, But I also assume that SMR could appeal the veto, if he wished.

I personally do not think anyone should get a High Pardon, as they have fucked up previously, and will fuck up most likely again. High pardon is admitting your mistakes, and you asking for a second chance.

And just like Karl said, any Admin can veto the appeal if they deem it fit.
It can have all the mod's support, and Verts can come veto it.

I don't agree with this. You do realize that Plznate, Giddy, RsProd, and Gohan all requested pardons. Would they be here without the pardon? Maybe or maybe not. If someone has truly changed, I think they deserve a second chance.

I do not object to the veto.

I did hesitantly support the pardon but keep in mind that there is no clause saying that "an admin can only veto a pardon if another admin doesn't support it." Any admin may veto a pardon request whenever they wish.
