Detailed description of the events that took place and why you disagree with the decision:

order started on 2/22/25 for The Dig Site, Shades of Mort'ton (i got the teleport in poh for barrows btw), Creature of Fenkenstrain
and garden of tranquility 60 coimbats 60 prayer 70 herb those quest and 91 agility and 99 hunter 48 slayer for 2.747b.
I do not feel that this slight delay that v the vampire seemed to be fine with when he was first told should be caused for a twc. I handled the ticket promptly once i knew the full details of the ticket. I agree I should monitor my tickets more throughly, I generally leave this to okami and wasn't aware he was going to be away as long as he was. Please keep in mind I generally dont do refunds on orders becasue of the confusion this causes and most likely would of denied it if i was asked in line with my tos.

Okami collected and transferred payment to one of managers ray safdar on 2/22/25. on 3/11/25 v the vampire requested a refund of the herb hunter and quest keeping the agility and rest of the order. on 3/12/25 okami decided v the vampire could have a refund and he would calc it over the weekend. on 3/15 okami calced it as a 1b refund for the remaining work at the discounted price. And directed ray safdar to refund v the vampire after some haggling over the refund amount okami and v settled on 1.3b with the refund reflexing the desire to just complete the order rather then refund. on 3/16 ray safdar told v that he currently didnt have the gp to refund v and attempted to ping okami who was out of town at the time. on 3/17 okami checked discord and responded to the ticket asking to delay till he was back the following week. At which point v noted he was ok waiting and not to worry. on 3/18 ray safadar completed the remaining part of the order. on 3/22 v pinged okami to see if he was back. to which okami was still gone as suh didnt respond. on 3/23 v pinged me to the ticket which i didnt notice as i was gone and normally count on my manager to handle their specfic tickets. on 3/23 ray said he would pay v the refund if okami didnt respond that day which i seen and didnt feel the need to reposond to the ticket as it was being handled by a manager. on 3/24 v pinged both ray and okami to no response at which time v made a sythe report which notified me of the issue again. on 3/25 i pinged okami and ray in the ticket telling them to handle the ticket to no response so i called okamis phone at which point he told me he was still out of town and to use the gold on his mule to pay v the vampire which i did the following day.
