    Oh yeah I forgot... Jagex Hasn't changed there opinions on anything Or said anything they wouldnt change there minds about... They do what they want to do... *cough cough* Wilderness and free trade.

    It'll be cool to have in liek10 years but since it is untradable it will be worthless gp wise but maybe if you want to sell the account, you could get some more money.

    No, they will never become rares. Jagex knows that people will hold onto their holiday items due to partyhats, when people got partyhats they had no idea they would become so high. So the answer is no, they will never become rares.
