On the 1st post of my thread you can see the guide which you must you if you want to change the language from RU to EN (when a RU key is activated into your Steam Account). If you don't use it, Russian version of CoD: BO will be downloaded from the Steam Content Servers, NOT EN.

About your last question - no, you don't have to DL the russian copy from steam. Just following the instructions from the .pdf.
