81m could take you to 99, but you'd have to do it an extremely slow way. More likely, around 92-94 if you're frugal.

No way it will get you close to 92, it took me 50m just getting from 72-84.

 

I would suggest cleaning herbs for a while, it can get you 30-50k exp per hour so it isn't too bad. You can also profit slightly off it.
Also when you get bored you can just do it the fast way, but you won't get to a high level.

 

Prices of herbs have dropped substantially due to the overwhelming amount of Sorcerer's Garden bots, 80m should be enough to get you 1-85 Herblore if you use your money wisely.

 

I cost me around 100m to go from 70-88 Herblore a couple of months ago. I did very cheap methods like attack potions and Serums. I am sure that you could get it up fairly quick and cheap with 81m. Not to mention herbs have dropped in price substantially.

 

I'm going to agree with this guy. Herbs have dropped prices dramatically. It won't cost that much. At first, I just cleaned herbs which was alrite xp, then you can start making attack pots and super attacks.

It took me 20m to get 1million xp using super strength pots a few weeks ago. That was the total cost to buy all the herbs and secondaries.

 

Maybye around 80-90 herblore i think.

You can get 99 doing Super Attack which exp/hr isn't bad at all.

 

Clean herbs til around 65-75 (your choice) then buy harralander potions (unf) and buy chocolate dust, add the dust to the pots and you'll get to around 90 herblore (I'd imagine) in a few days

 

You could get 99, by doing attack potions I am pretty sure. Though it depends whether you can sell them or not, and it will take a long time. Don't recommend it.

Cleaning herbs could be another cheaper method, however if anything, you could get around level 85 ish from level 1.
