In my opinion.
Immortal technique has some ridiculously written rhymes... But I respect the originality of Bone Thugz as well as their improv ability.
Cypress Hill would be up with Bone Thugz as well.

Also gotta love the Sugarhill Gang.. what started off as some boys freestyling became the pioneering song to a whole genre.

Eminem is not even near the best rapper nor has he ever been the best rapper... When he first started in the game, most of his shit was corny, and the FCC didn't want most of his songs played for a reason. Mainly because he had so much hatred towards his mom and so many other people in a careless manner where he wasn't thinking right. He's decent now, b/c he's calmed down, he lost the 'arab' high-pitched tone in his voice, he's more watered down (meaning more mainstream), and he's become a better businessman, as giving the people what they want. He's a very good lyricist, because he started as a battle rapper; he had enough writing practice. Plus, he's got dre making the majority of his beats/samples, so who could ask for a better combination?
