This thread is to confirm that PayPal verification, using E-Trade Bank accounts, is not reliable.

Keep in mind, that the limitation occurred as soon as I attempted to send money that I had just received from a friend.
I was unable to send the money, so I had told my friend to dispute the payment, so that it would not go to waste.
