    Need help building a pc
    I'm not gonna try to make you a build for $400 yet.
    My suggestions as far as a good, cheap, processor

    MD Athlon II X4 645($109)
    Intel Core2 Quad Q8300 @ 2.50GHz ($149)
    AMD Phenom II X4 940 ($136)

    Either way, it will eat up at least a fourth of your budget.

    Athlon ii x4 for a budget build, don't go to a C2Q as it's outdated tech.
