I don't believe so, Lured yah, because as far as I know moneybookers says ''Once you paid, you paid'' But you could contact the help desk of them and send them a E-mail, you will get good information.

As a Seller I love moneybookers but for buyers security i suggest always use OMM. Moneybookers is 100 times better than paypal. In many countires paypal is not supported like pakistan etc.I am using moneybookers since 2 years.

First, what you need to realize is people usually don't open a dispute on PayPal, they open a dispute directly with their credit card company.

Nothing is safe from a chargeback, I don't care what service you use. You can be protected from disputes though to various degrees depending on which payment service you use. Personally, I use AlertPay and I love it, however, someone just open a dispute with their CC company with me, so the funds are currently on hold. Hopefully, it'll pass and I'll get to keep my money, but nothing is 100% safe from chargebacks.

PA is about as close as you'll find, but even then you can still be screwed out of your money on rare occasions.
