    Usually only works on gems for me, the extra shine is probably just the light rebounding off of it. LOL.

    I really don't think it supposed to make anything "SPECIAL" If anything it increse chances of getting a "SPECIAL" drop and most likely increases amount of something dropped. Ex) instead of 10 runes dropped you get 50.. So on.

    ggives u a higher chance of a "rare" drop also a random chance of a drop being multiplied 10+ times

    It gives you a chance to get a "special" item. E.g. 15K noted pure essence, 100 clean torstol, 1K noted fire orbs, Vecna skull....the list goes on.
