Why is this person not banned?

I made a gold selling thread and this guy "HighKid" with email "[email protected]" posted on my thread wanting to buy some.

So, before I traded with him I searched him on the forums and I found a thread from 1 month ago and one of the posts on the thread was by "Giddy" and he said "He is indeed a scammer, banned." Referring to the ""[email protected]"" email address.

Why is this kid not banned then?

Also, on page 8 of "HighKid"/"[email protected]" vouch thread, 2 people accused him of scamming 300M and 700M today!

He provided proof that he paid, and was unbanned.
