When banks give you virtual credit cards that you can use to verify any paypal that is legal. So this virtual bank to withdraw paypal is legal too.

I was under the impression that you can't withdraw funds at all until the 180 waiting day period is up?

 

You can't. He can only do it if your account has been limited for 180 days or more. He withdrew my funds and sent me the payment, if you have this problem I would strongly recommend this guy and his services.
