Well anyway, you can try searching for forum posters on outsourcing sites like oDesk, elance, freelancer, etc. You could find freelancers there willing to work for an hourly basis of payment or by project. I'd suggest you pay by project like 1$ for every 50 posts since you want it that way.

Also you can post your job requirements and make sure you put all the details. Make sure you hire a service provider who can provide quality work. You can try hiring people from Philippines and India, people in these countries are willing to work even if it's cheap (maybe because of getting a good reputation) - this is how freelancers start, get a good reputation and slowly increase their rate soon.
