Its like saying that an english baby raised by japanese people in japan should have an instinctual will to learn english. There is knowing that something has to be done for your races survival and there is knowing how to do that something.

Humans and animals need to be taught to do things, Aside from common bodily function, and moreover as humans our "instincts" have been compromised by technology.

As far as this 21 year old is concerned his penis is used for urinating and i would think that if he had been brought up with knowledge of manners/etiquette etc then he would actually find this to be vulgar. One of humankinds worst flaws is assumption, and i think that this would overpower any "instincts" we may or may not have
