    I'm surprised any herb is over 5k , besides torstol

    The gp per xp ratio is too high for prayer potions, so ranarrs are falling. Not surprising since the higher level potions give a lot quicker xp, which means there's more demand for them.

    As most people have said, it's due to Sorc Garden botting. From the looks of it, I don't think it will EVER rise back up to 20k, much less 30k.
