Help getting rid of a keylogger

Hi, I am pretty sure I have a key logger, Due to downloading a file I shouldn't have. I have Norton and ran a scan but it couldn't find anything. I also downloaded Malwarebytes and did a quick scan and still hasnt found anything. But every 15min my web cam on my laptop blue light keeps turning on and that means it takes a photo. I am not sure what else to do,

You can start by opening a task manager and looking for anything out of the ordinary.
