way to change/hide IP while botting NO VPS

so what i have gotten so far is if i run unsigned it does hide my IP but slows computer greatly. if running signed it doesnt but not many cases where people have had multiple accounts banned because of IP being the same. is that right?

I think you misunderstood with unsigned. Unsigned does in fact hide your IP, but runescape becomes more laggy, not your computer. In fact, the lag really isn't that bad unless you are botting sw, where you would need to get to the winning team asap so you can get in the game.

Signed uses your IP, but it is as fast as if you were playing on a web browser. I personally bot multiple accounts all using signed, and I have yet to experience a ban/rollback on two characters because of matching IPs. If you can give me your computer specs, I can help you out a little more.

Unsigned blocks Jagex's access to your pc, if they wanted to, usin signed Jagex can see your running processes/browse files etc. Running unsigned lets you log into multiple accounts on the same world because Jagex can't tell that both accounts are from the same machine, only from the same IP. Unsigned obviously needs to load every time instead of using the cache that's why it's slower.

Your best shot to hide IP would be purchasing a VPN, you can get them cheap online, around $5 a month or less. That will completely mask your IP and using a client such as openvpn or the pptp protocol with windows it's pretty much a 1 click-connect process then open runescape and there you go.
