    Not much you can do about this legally.
    If he had stolen Paypal, it would be different. But he stole virtual goods, one's you didn't have the rite to sell. If JaGex knew of you buying/selling their goods, they would ban you; this is because you've violated their TOS, which you calimed that you read and agreed to when you created the account. Sorry, but there's really nothing you can do except help those on this site be aware of him, and get him banned.
