Just a simple question, really. I can't find to seem a simple answer.

Can I receive payments through paypal when my account is unverified, also will I be able to purchase goods online if it's unverified but the funds are on my account?

 

Yes and no.

You technically CAN receive funds, just be careful not to be flagged or disputed. You can send to verified/unverified people from there. As for buying goods online, some merchants will not accept unverified paypal so you may hit some dead ends. In the end your best bet is to get verified eventually.

If you have a U.S. PayPal account you will need to add a credit card to lift spending limit but you may still receive funds.

you can receive fund but the buyer can claim back the money...

 

Buyer can claim back the money even if you have a verified PP.

 

you can send/receive but to send in the first place you need a funding source eg bank acc / cc
