Does teleporting level combat?

I'm currently teleporting to varrock to level my magic up, and it appears i'm randomly being leveled up CB's. Is it just lag and i'm level cb from a previous mage level? It's hard to word, but I guess a picture paints a thousand words.

 

Teleporting does not level combat on its own.

Teleporting levels magic, and magic levels your combat.

It is possible you leveled your magic and combat at the exact same time. (No delay) so it just showed the combat message.

I've also heard that sometimes skilling lags, and you randomly get a burst of experience. It's possible that happened, followed by what Ross said.

Yea, you are just getting magic levels that you weren't paying attention to or something, it's pretty simple.
