Skilling stats are extremely terrible compared to combat skills. Slayer is decent though, and that's probably worth 10M-ish alone (just a guess, not an expert).

If I had to use my instincts, I'd say around 40-55M. Could be more depending on bank value.

I'd price it at 50M (roughly 45-50 dollars paypal) since there's no exceptional items or wealth.

 

Id put at at around 35-40. Just because it's a main and some of the skills are kind of low (under50). the 99 mage attack and range is basically what makes it worth the 40. IF you had items, it would be worth more..
