This guide allows you to remove a registered email very quick and also remove current recoveries. It is not patched. You do not need to know or have access to the current e-mail. You do not need to know the answers to the current recoveries. You do need an username and password (to access the account).

This will give you a greater control over the account (by having your own email and recoveries). Should the original owner, or someone who knows enough valid information, decide to send in an appeal... well then it's all up to Jagex to decide.

So yes, the old information can still recover the account. What this guide does is remove registered emails and set recoveries.
