In my opinion, the sale of accounts should be prohibited. The practice is akin to arming every emotionally volatile teenager with a gun before they enter the school yard. Inevitably, it leads to negative consequences.

Runescape is already a game based on greed rather than skill. The more wealth you have, the more you're idolized. It's one of the very few games where gambling is such a huge thing. Greed leads to scamming if the moral compass is lacking. Allowing account sales merely adds fuel to this unethical fire, enabling scammers to exploit the system repeatedly through a cycle of selling and reclaiming accounts

Scammer : Waits a few days and recovers account
Scammer : Changes Rsname of the account couple of times with stolen proceeds
Scammer : resells account

If the scammer waits long enough, not only will he be able to resell the account again, might be some loot left from previous victim as well.
