RunescapeUpgrades scammed

Briefly explain the trade: He was supposed to give my account an upgrade. I sent $3.50 to his Paypal. I asked him if he was having a problem, and he said he was. He told me to give him a vouch and $3.00 more so he could use Paypal. Thats when I started getting suspicious, so I said no and gave an excuse. I asked him for a refund, and he said yes but never gave one and never responded. After logging into the in game account, I saw his IP address and he had withdrew all the valubles from my bank in note form when I was at a fishing spot originally.

How they scammed: Stopped responding/didn't refund.
