This guy didnt accept payment per quest when Ill pay up front per quest for a total of 3 quests. Weird since I go first 3 times (quests) and he doesnt accept it.

Even though he has vouches he doesnt look legit to me.

 

That's okay. I take payments upfront, and normally complete all quests right after each other. It's okay if you don't trust me, I don't mind. The only time I take in increments is if it's for a big deal, not 18m.
