Where is the stickies about posting pictures???

i am just trying to find the stickies that say you have to have pictures to post accounts in the xbox section am i just not seeing them? or what im a little confused if i am missing something let me know i just see alot of people threads being closed for not having pictures and the mod say refer to stickies - closed?? like this thread ....

thank you i was just a little confused ya know i saw a while back it said we no longer have to post pics but it would be better if we did but have not seen anything recently i didnt know if i was missing it or if the mod just felt like closing stuff ???? idk but i do appreciate your help
