Buying high level account

Title pretty much says all, I don't really have a high budget so I'm looking for mostly good stats, not concerned with cash on the account.

This is for a Runescape contest I'm going to be holding, so if anyone would like to sponsor it with accounts/cash too maybe some arrangement can be made.
