You ask for a free service and still ask people to have vouches, anyway so it's not a useless post ill quate the rules for you "Can't use vouches as currency for free things done"!

 

People are willing to do one quest for a vouch, considering you can't do multiple vouches for one person they aren't going to do 6 quests when he can do one and get the same reward. Don't be greedy and abuse the system, just pay.
