    1) Go to: www.whatsmyip.org
    2) Write it down
    3) Find your modem, not router, and unplug it and plug it back in
    4) When internet works again, go back to www.whatsmyip.org
    5) If it's the same as the IP you had before, proceed to the next step.
    6) Call your ISP, tell them you feel someone is trying to attack you through your IP address. Ask for a new IP.
    7) If your ISP doesn't help, consider using a paid VPN service.

    You can also try:
    A) Asking your neighbors permission to use his WiFi.
    B) Setting up a SSH service on you buddies computer, and tunneling your runescape traffic through that
    C) Sending Jagex lots of money
    D) Buying a VPS and tunneling your runescape traffic through that.

I can't imagine how slow runescape would run through that. If you're going to use a VPN for more than a few minutes, i would just pay for one.

I'd suggest ItsHidden. $44 for 6 months. About the same you pay for runescape.

Your botting client does not have an IP, your modem picks the WAN IP that all LAN computers will use.

You can't pick a proxy for the botting client unless it is specifically coded for such a feature. If it does not, then you simply have to tunnel all runescape traffic through a proxy. For specific runescape ports this can be done via SSH, to tunnel all traffic from your computer, you should use a VPN.

Did you try anything i wrote?

EDIT: And why exactly do you need to even do this? There's a good chance it can be done in a much simpler way.

Alright, so basically, with all that was being said above, you'll need to either
    a) call your ISP - tell them that someone is trying to DDOS you through ventrillo, give them a brief explanation of what/why.
    b) Buy a VPN, you can get one for $21 for 3 months, which will be worth it, considering the amount of botting you'd do in those 3 months.

There is also multiple free vpn softwares on another website, but they do not support US servers which makes the browsing VERY SLOW! I'd consider spending $21, for a USA server, for 3 months.

I don't have a router, I plug my PC into a switch; into a modem.
To change my IP, I'd have to plug out my modem for 3 hours.
But, I can just change my MAC using tMAC: http://www.technitium.com/tmac/index.html

I would recommend another method to change your ip.Is your ip is static or dynamic? If it is dynamic, then you have to reset your modem or else if it is static, then ask your ISP to change your ip.To know your network ip address visit Ip-Details.com .

This is only for a static ip, dynamic you just need to reconnect with isp. If the changing of ip is needed excessively i'd look into dynamic

If you have a router, release your dhcp lease, change the mac address and then reboot the router (and modem possibly). This all depends on how your isp has their dhcp allocate addresses though, specifically if you have static or dynamic and if your past ip's are cached or limited.
