Unfortunately no. 256 mb dedicated RAM won't get you much at all.
You have to take into account that you also need some RAM for your VNC

I suggest getting "LEAF 4", It may log out every now and then but the others will just crash too often.

vpsfuze had some $3.95 / mo deal that i just bought. 5.95 plus a $2 off coupon. they accepted paypal.
got a bot up within an hour. 512mb ram, but it's running 1 bot client perfect. gonna try 2. half a gig seems to be plenty of ram to run runescape.

 

My advice is to buy a VPS from www.vpsland.com Really good VPS, and they set it up in a matter of hours.
