reporting a scammer

I was doin a trade with this guy, user: wykevan . he met me ingame, i payed 5 dollars to give a sense of trust. he pmmed me the user and password to the runescape account. i quickly checked the account, sent the 40$ to him. he gave me false recovs, changed the pass, and now he's resellin the account. here is my evidence copy/pasted straight from my paypal account proving that he is at fault. If there is a way to force him to pay me back, plz tell me. dont ban him yet, i wanna tell him off first.
